State Attorney General Tom Horne filed a civil suit Monday against four cannabis clubs in the Phoenix area that he said violated the state’s medical marijuana law, which voters approved in November. The state has not issued any licenses to marijuana dispensaries pending a federal court review. The result has been the creation of unlicensed cannabis clubs, which charge membership fees but give away marijuana to approved patients. “That type of deception and blatantly illegal activity must be stopped,” Mr. Horne said.
